The Joint Japan–World Bank Graduate Scholarship Program (JJ/WBGSP) 2026 is one of the most competitive and prestigious fully funded master’s scholarships in the world, specifically designed for professionals from developing countries who are committed to contributing to sustainable development in their home nations.
This scholarship is jointly funded by the Government of Japan and the World Bank, with a strong focus on building future leaders in public policy, economics, infrastructure, and development-related fields. Each year, the program attracts thousands of applicants, but only a limited number of high-impact candidates are selected.
What Is the JJ/WBGSP Scholarship?
The JJ/WBGSP is a merit- and impact-based scholarship that enables talented individuals from developing countries to pursue a master’s degree in development-related disciplines at globally recognized universities. The program emphasizes not only academic excellence but also professional experience, leadership potential, and long-term commitment to national development.
Unlike many scholarships that prioritize academic scores alone, the JJ/WBGSP values applicants who already have real-world experience working in development sectors such as government institutions, NGOs, international organizations, or public policy think tanks.
Why the Joint Japan–World Bank Scholarship Is Highly Competitive
The JJ/WBGSP is known for its extremely selective process due to three main factors. First, the scholarship offers full financial coverage, making it accessible to candidates who would otherwise be unable to afford graduate studies abroad. Second, it partners only with selected master’s programs that align closely with global development priorities. Third, the program is backed by two highly respected institutions: Japan and the World Bank Group.
Because of this, the scholarship seeks candidates who demonstrate both technical expertise and a clear development vision, not simply academic ambition.
Participating Universities and Fields of Study
For the 2026 intake, the JJ/WBGSP supports 44 participating master’s programs across 24 universities located in:
- North America

Admission Requirement: The Most Critical Step
One of the most common reasons for disqualification is misunderstanding the admission requirement. You cannot apply directly to the JJ/WBGSP without first being admitted to one of the participating master’s programs.
Only candidates who:
- Receive unconditional admission (except for funding), and
- Are officially shortlisted by the university
will receive the link to the JJ/WBGSP application form.
Prospective applicants are strongly advised to contact the target university early to confirm eligibility.
What Does the JJ/WBGSP Scholarship Cover?
The JJ/WBGSP 2026 is a fully funded scholarship that removes nearly all financial barriers to studying abroad.
The scholarship provides:
- Full tuition fees paid directly to the university
- Monthly living allowance to cover accommodation, food, and daily expenses
- Round-trip economy-class airfare
- A travel allowance of USD 600 per trip
- Basic medical and health insurance during the study period
Funding is provided for the entire duration of the master’s program, or a maximum of two years, whichever comes first.
Expenses Not Covered by the Scholarship
While comprehensive, the JJ/WBGSP does not cover all possible expenses. Applicants should plan accordingly for costs such as visa fees, residence permits, family support, and additional academic or extracurricular activities.
Understanding these exclusions helps candidates prepare financially and avoid unexpected challenges during their studies.
Detailed Eligibility Criteria
Eligibility rules for the JJ/WBGSP are strict and non-negotiable. Broadly, applicants must:
- Be a citizen of a World Bank member developing country
- Not hold dual citizenship with a developed country
- Be in good health
- Hold a bachelor’s degree earned at least three years before the application deadline
- Have at least three years of paid development-related employment
- Be employed full-time in a development-related role at the time of application
- Be admitted to a participating master’s program outside their home country
- Not be affiliated with the World Bank Group as staff or close relatives
Previous JJ/WBGSP recipients who did not complete their degree are not eligible to reapply.
Selection Criteria and Evaluation Process
Each eligible application is independently reviewed by two qualified assessors, who score the application on a scale of 1 to 10.
The evaluation focuses on:
- Professional experience (30%)
- Quality of recommendations (30%)
- Commitment to home country development (30%)
- Academic background (10%)
Beyond scores, the final selection also considers geographical balance, gender equity, financial need, and exceptional hardship.
Commitment After Graduation
A defining feature of the JJ/WBGSP is its strong emphasis on post-study impact. Scholars are required to return to their home country after graduation and apply their newly acquired knowledge to support development initiatives.
This commitment ensures that the scholarship creates long-term benefits, not just individual academic success.
Who Should Strongly Consider Applying?
The JJ/WBGSP is ideal for:
- Government or public sector professionals
- Development practitioners and NGO staff
- Policy analysts and economists
- Infrastructure and public finance specialists
- Professionals aiming for leadership roles in development
Applicants with a clear vision for how their studies will benefit their country are especially competitive.
